When you power it on do you see the lights flash on the ethernet connection? If you do: try another hard reset, hold down the reset button for 15 seconds then release. A lot of the content is cached fairly aggressively in the browser to improve performance rather than loading from the BCS every time. At a minimum, a force reload of the page should be done after an upgrade.

Other than minor changes for the different hardware components the UI is exactly the same as on the 460/2, so the alarm display in the UI remains.

If it's happening just on Android it may have something to do with the update to allow audio alarms on mobile devices that was added in 4.1.
