To rule out any issue with the Airport, I'm going to try setting up an old Cisco router as a private LAN and see if that will produce the same result. The interface for the Cisco router will allow me to view wired devices.

It doesn't sound like you tried doing the 10s reset while connected to the router. Leave the IP address assignment on the router on, and do the 10/15s reset with the BCS plugged into the router. This is by far the easiest way to get the BCS connected. The direct connection is by far the hardest way...
