bcs462 active output

I bought a 462 several mon th ago. I did wire the SSR and test them manually and work fine. I put it to a side and started to change the ssr for a better nosie inmued SSR. I can power up the out 0 to 5 with no problem. But when every thing is off I get the follwoing readings.
out 6 4.9v
out 7 4.4v
out 8 4.4
out 9 4.4
out 10 4.4
out 11 4.8
out 12 to 15 0v
out 16 1.5 v.

EXP 3.8
exp 3.8

Try hard reset and no luck. I wonder is it can be returned for check or repair
