Jon,
I have a 5 / 24 VDC power supply to run relays and lights etc in addition to the power supply for the BCS. The 0 - 10 V range was bad on the multimeter and I had not grounded the -5/-24 side of other power supply so ground was floating, a double whammy. The BCS was running so your tip to check +5 on the BCS was what made me believe the meter was bad. I am a couple of more steps into debug and run now. Fired up the electric heat side of the oven set it to 100 F under BCS control and it was working. Thanks for the help I am sure I will be back with more question on fine tuning the PID loops and the like.
