I was wondering if one of those sprinkler control valves be used on cold, potable water to fill a HLT.
I would use a water level sensor to turn the transformer on or off via a SSR. My main concern is...
as long as the water is cold tap water. can I safely run it through one of those sprinkler system control valve? I cannot find
anything saying they should not be used with potable water.

What's it made of? If you know the manufacturer, I'm sure that you could send them an email to find out quickly.

yes the same kind of valves available at HD and lowes. nylon valve and body are only 13.99 brass valves with nylon plunger are like 20-24 bucks. I see no reason
why that cannot be used on potable water systems. I will look at manufacturers next time I am out.. names like Rainbird is one..

I have two of those and while not yet part of the brew stand / brewery have tested them and they work great.

The intention is to use them on Mash fill and mash out.
